It is not necessary to get a high performance card to begin.
The internal sound cards of most computers or laptops can do 48k or 96k sampling if you are lucky.

For PCI type Sound cards I would recommend the Xonar D1 from ASUS and the Delta 44 form M-Audio.

The Xonar D1 http://zr6aic.blogspot.com/2013/01/add-asus-xonar-d1-sound-card-to-my.html
1) it has one stereo channel and is supported by Linux and Windows.
2) Analog Recording Sample Rate and Resolution :44.1K/48K/96K/192KHz @ 16bit/24bit. Ideal for the Softrock SDR receivers.

M-Audio Delta 44 2x Stereo inputs.
1) it has two Stereo input (4 mono) and is supported by Linux and Windows.
2) Analog Recording Sample Rate and Resolution 24-bit/96kHz full-duplex audio interface. Ideal for the Softrock SDR receivers.
